Fiercely passionate about WECU’s membership and community, Jennifer Kutcher leads the WECU team and ensures the credit union is aligned with its mission of making a meaningful difference in the lives of its members. Currently WECU’s President & Chief Executive Officer, Jennifer started out as an Accounting Intern before moving through a variety of roles within the credit union. Those roles included VP of Lending and Chief Financial Officer. She assumed her current position at the helm of the Credit Union in 2014. As a lifelong learner, Jennifer graduated from WWU with a degree in finance and has also earned the Certified Chief Executive distinction from the Wharton School of Business, Cornell University, Darden Graduate School of Management, and MIT’s Sloan School of Management.

She has deep roots in Whatcom County and values giving back through community involvement. She brings experience from serving in various board roles and is passionate about supporting organizations that strengthen the local community. Margo enjoys participating in community events and connecting with members.

Carol has extensive experience in board service, having served on WECU's Supervisory Committee and in various roles on the Board of Directors. She taught business and computer classes at Nooksack High School, Sehome High School, and Bellingham Technical College for over 25 years. She also served in leadership roles at Bellingham Technical College, including Dean of Health, Sciences, and General Education and Vice President of Instruction.

Dr. Mast has served in a variety of roles on WECU's Board of Directors, including prior involvement as an Associate Board Member. He serves as Vice President for Planning and Institutional Effectiveness at Skagit Valley College and has held roles as an administrator and faculty member at Bellingham Technical College, Whatcom Community College, Sehome High School, the University of Wisconsin–Madison, Mount Vernon High School, and the Universidad del Quindío in Colombia. His dissertation, which analyzed the role of community colleges in promoting student success, was recognized as Outstanding Dissertation of the Year by the Washington Education Research Association. His research focuses on institutional contributions to student success and the role of higher education in social mobility and equity. Dr. Mast lives in Bellingham with his family.

Stephanie has served in a variety of roles on WECU's Board of Directors, including prior involvement as an Associate Board Member. A longtime Bellingham resident and member, Stephanie serves as President/General Manager of the Bellingham Bells, overseeing day-to-day operations and working closely with community organizations. She is actively involved with the West Coast League and has been recognized as Executive of the Year on several occasions. Stephanie is also a member of the City of Bellingham's Tourism Commission and has served as a board member of the Kiwanis Club of Bellingham.

John has served in a variety of roles on WECU's Board of Directors, including prior involvement as an Associate Board Member. John is an attorney and certified economic developer who serves as CEO of the Economic Development Alliance of Skagit County. He brings senior executive experience across many areas, including law, economic development, community relations, public policy, finance, strategic planning, and government relations, with both domestic and international focus. Originally from Barrington, Rhode Island, and raised primarily in Fayetteville, North Carolina, John earned his bachelor's degree from Georgetown University's School of Foreign Service. He also studied journalism and communications at the Université de Fribourg in Switzerland on a Rotary International Graduate Fellowship before completing his Juris Doctor at the University of North Carolina School of Law in Chapel Hill. John has contributed to numerous organizations through board service, including the International Economic Development Council (IEDC), Washington Economic Developers Association, Anacortes Arts Festival, Skagit Valley College Foundation, Skagit Population Health Trust, Northwest Workforce Council, and the Greater Seattle Business Association, among others.

Dr. Tyran has extensive experience in board service, having served in various roles on WECU's Board of Directors. Her work in research, teaching, and consulting focuses on leadership and team development. Prior to earning her Ph.D., she served as Vice President of Public Finance and Commercial Lending at Bank of America and Key Bank of Alaska. She was recognized as Western Washington University's College of Business and Economics Distinguished Teaching Fellow for 2012–2013. In addition to her professional work, she has more than 30 years of experience volunteering on a variety of community boards.

Rachel joined WECU's Board of Directors after serving as an Associate Board Member. She holds a bachelor's degree in geology and a master's degree in public administration with a focus on nonprofit leadership. Rachel is the Executive Director of Whatcom Land Trust and previously served as Executive Director of the Nooksack Salmon Enhancement Association. Rachel strongly believes in the importance of giving back and lifelong learning through volunteerism with other nonprofits and board service. Her recent board service includes the Washington State Regional Fisheries Coalition and Sustainable Connections, and she volunteers as an avalanche safety instructor at the Mount Baker Ski Area. Rachel lives on a small farm with her husband and son. Her personal interests include watching her son play baseball, gardening, raising sheep, exploring water and mountains, and traveling adventures.

Kurt has served in a variety of roles on WECU's Board of Directors, including prior service on the Supervisory Committee. Kurt retired after a 35-year career at Western Washington University (WWU), where he spent much of his time as Associate Director of Housing. In that role, he was responsible for financial and technology matters for the university's housing and dining system, overseeing financial planning, budgeting, capital financing, audits, contracts, the campus ID program, and technology. Earlier in his career, he held other student housing positions at Western Washington University, the University of Washington, and the University of California, Davis.

Dale is a retired healthcare executive who spent 37 years with PeaceHealth St. Joseph Medical Center, a Washington not-for-profit corporation sponsored by the Sisters of St. Joseph of Peace. During his tenure, he developed a broad background in healthcare operations and finance. Dale is well-versed in strategic planning and has a deep understanding of all aspects of healthcare operations and management. He is viewed as a servant leader; confident, patient, determined, and constantly aspiring to learn new things. Dale was recognized as the Whatcom Business Alliance Business Person of the Year in 2015 and received the John Tiscornia Award in 2011, honoring more than 20 years of service demonstrating leadership.

Viry Delgado has been in the restaurant business for 26 years. For the past 13 years, she has been the owner and brand manager of COA Mexican Eatery in Mount Vernon. She has been heavily involved in the Skagit Community through previously serving as a Board member of the Chamber of Commerce and currently serving as Board trustee for the Skagit Regional Health Foundation, and on the Board of Economic Development Alliance of Skagit County (EDASC). Throughout her career, she has received several recognitions, including COA Mexican Eatery being named Business of the Year in 2020 and recognition as a Woman of the Year by Skagit Women’s Alliance and Network (SWAN) in 2024.

Tracy Dabbs
Tracy serves on the Supervisory Committee and a Board of Directors committee, and previously served as an Associate Supervisory Committee Member. Tracy is the Coordinator of Technology and Innovation for the Burlington-Edison School District, bringing more than 25 years of experience in technology. In this role, she supports secure and reliable access to digital tools and resources that enhance student learning. In this leadership role, she spearheads integrating technology into instruction through professional development for teachers and staff. She has been a Bellingham resident for many years. Also, she serves as an adjunct professor with Western Washington University's Woodring College of Education, an educational trainer for Central Washington University, and a member of the Washington State Digital Equity Summit Board.

She is currently the Finance Director for Whatcom Transportation Authority (WTA). Prior work experience includes Whatcom County Public Works and Western Washington University (WWU). She also has a background in public accounting and holds a CPA license. Shonda lives in Bellingham with her family and has been a longtime WECU member.

Jennifer Wright
Jennifer has served in a variety of roles on WECU's Supervisory Committee, including service on various Board of Directors committees. Jennifer joined the Bellingham community and Metcalf Hodges in 2009, specializing in tax and estate planning. She is active in the community and has served on several nonprofit boards, including the Whatcom Land Trust, Whatcom FC Rangers, Northwest Washington Estate Planning Council, and Common Threads Farm.
